So what the heck does this mean? This basically tells me “anywhere between Virginia and Cuba.” Is that how these things normally go?

Pretty much, yeah. These early-season storms that crawl across the entire Atlantic are particularly annoying because you just have to keep an eye on them for so long. But at least hurricanes give you plenty of warning. Tornadoes, on the other hand …
In any event, if you haven’t already, it’s probably not a bad time to get your hurricane supplies together. Assault rifle, Taser, man-size safe, etc.
